Political input and ownership of the LHS was achieved by each group in the council being represented.
The Housing (Scotland) 2001 Act requires that local authorities consult on their LHS, and the statutory Equality Duty on public bodies requires the involvement, consultation and engagement of as wide a range of residents and tenants and communities of interest as possible.
Engagement with partners and stakeholders is key to identifying the outcomes and actions to be considered in the LHS.

Current membership
The SHF includes several organisations such as the NHS, Registered Social Landlords, Scottish Land and Estates, South of Scotland Enterprise, the Third Sector, and the Poverty Alliance with representation as follows:
- elected members
- council officers representing a range of Services
- officers from the NHS and Health and Social Care Partnership
- officers across the various Registered Social Landlords
- officers from Infrastructure, South of Scotland Enterprise, Energy Agency and Police Scotland
